The above, dated 1961, three years before the founding of the Palestine Liberation Organization, but two years after theestablishment of Fatah, the main terror organization headed by Arafat, indicates the historical anomaly in that Jordan, which was part of the Palestine Mandate (Article 25) becomes detached, as the first PLO Covenant states (Articles 17 & 24 of the 1964 Charter), from the territory so defined as "Palestine". The Hashemites got a free ticket.
